PARC Task Force, Inc. The PARC Task Force, Inc., is a 501(c)3 not-for-profit corporation.
In December, 1998, following a string of alcohol-induced fatal crashes and serious injury accidents, Waukesha County District Attorney Paul Bucher announced the formation of a countywide citizen task force, bringing together community leaders, law enforcement, schools, and businesses to explore innovative ways to address the growing problem of drinking and driving, with special attention paid to underage offenses. The coalition named itself the PARC Task Force. PARC stands for Preventing Alcohol-Related Crashes. Over the years, the task force has implemented a number of projects. Multi-jurisdictional saturation DUI patrols, with the theme of Zero Tolerance, have resulted in an increase in OWI and other traffic-related citations throughout the county. PARC has implemented such programs as Mobile Eyes, a Safe Ride program (developed with the Waukesha County Tavern League), and a False ID bounty. DS2 (Drive Safe, Drive Sober: the Decision is Yours), a mock drunk driving crash re-enactment, has developed into an annual event for Waukesha County students and their parents. PARC has incorporated as a 501(c)(3) not-for-profit corporation, created bylaws and elected officers. Since 1999, start-up grants obtained from the Wisconsin Department of Transportation, Bureau of Transportation Safety have funded three primary efforts:
PARC's current roster of about 35 people represents a mix of demographics and expertise. The group meets monthly to assess its progress and continue to plan future programs. The task force has had to balance its direction between innovative solutions, political concerns and cultural reality. From the beginning, task force members have been aware that there is no quick fix to the problem of alcohol-related crashes. It will be a gradual effort to change community culture and behavior regarding alcohol consumption. The task force has been successful in raising awareness of the problem, with an understanding that this is a complex problem and the process has just begun.
